Amends the Employee Credit Privacy Act (820 ILCS 70/30) to require consumer reporting agencies to disclose investigative consumer reports to consumers upon request at no charge.

Permits employers to conduct thorough background investigations including reports without credit history information or investigative reports without credit history, as allowed under the Fair Credit Reporting Act, for employment purposes only.

Specifies that the disclosure requirements are intended to supplement the Fair Credit Reporting Act and provide additional consumer protections beyond federal law.
