IL HB5406

Adds Section 24-2.3 to the Criminal Code of 2012 to criminalize knowingly possessing triacetone triperoxide (TATP) or hexamethylene triperoxide diamine (HMTD)

Exempts authorized possession and use by armed forces members, firefighters, and law enforcement officers

Exempts manufacture, transportation, distribution, use, or possession for scientific research, educational purposes, or lawful purposes subject to Chapter 425 of the Illinois Compiled Statutes

Exempts lawful manufacture of ammunition by individuals for their own personal lawful use

Establishes possession of explosive substances as a Class 4 felony
