IL HB5407

Adds a new prohibition making it a Class A misdemeanor for a child sex offender to knowingly transport a non-familial minor without the consent of the minor's parent or guardian.

Defines "non-familial minor" as a minor who is not related by blood or adoption, not domiciled with, and not under the legal custody of the child sex offender.

Defines "transport" as taking, carrying, or conveying a person from one place to another by vehicle, aircraft, or boat.

Maintains existing Class 4 felony penalties for all other violations of Section 11-9.3, which restrict child sex offenders from schools, parks, daycare facilities, and other locations where minors gather.
