Amends the Illinois Income Tax Act to allow individual taxpayers a deduction for compensation paid as a National Guard dual status military technician under Section 709, Title 32, of the United States Code, effective for taxable years ending on or after December 31, 2015.

Modifies Section 203(a)(2)(E) to extend an existing exclusion for National Guard compensation to include dual status military technician positions, in addition to current coverage of active duty servicemembers and annual training participants.

The deduction applies to compensation received by National Guard members employed as dual status military technicians, treating this military employment income similarly to other excluded National Guard service compensation under Illinois tax law.
