HB5411 - Cannabis Study Act

• Directs the Illinois Sentencing Policy Advisory Council to conduct a comprehensive study on cannabis regulation and taxation for adults 21 and older before the General Assembly considers legalization.

• Council must analyze 11 specific areas including effects on law enforcement resources, arrest rates, sentencing, motor vehicle safety, employment and revenue generation, and health impacts compared to alcohol and prescription drugs.

• Council must examine regulatory approaches for licensing cannabis sellers and growers, product labeling, quality control, and taxation systems, as well as impacts on drug-free workplace policies.

• Council shall collaborate with relevant individuals, agencies, associations, and research institutions to gather input for the study.

• Council must report findings to the General Assembly on or before December 20, 2015.
