Department of State Police shall establish and maintain a Statewide Missing Sex Offender Database identifying sex offenders who have not complied with registration requirements or whose address cannot be verified.

Database is created from the Law Enforcement Agencies Data System (LEADS) and includes photographs of missing sex offenders when available.

Department must make database information publicly accessible on the Internet through a hyperlink labeled "Missing Sex Offender Information" on the Department's website and the Attorney General's I-SORT page, updated as necessary.

Internet page shall include information that rewards may be available to persons who provide information to law enforcement about a missing sex offender's whereabouts.

Department may require persons seeking database access to submit biographical information and must promulgate rules to ensure database accuracy and implement access procedures.
