Amends the Counties Code to cap court services fees at $25 unless set according to an acceptable cost study under Section 4-5001 of the Counties Code.

Allows county boards to enact court services fees dedicated to defraying court security expenses incurred by the sheriff.

Permits differential rates for various types or categories of criminal and civil cases with Chief Judge concurrence, but maintains the $25 maximum unless justified by a cost study.

Requires all fee proceeds to be deposited into the county general fund and used solely for court security costs and related services deemed necessary by the sheriff.

Exempts traffic, conservation, and ordinance cases where fines are paid without a court appearance from fee collection.
