Amends Illinois Municipal Code Section 11-135-2 to change compensation determination for water commission commissioners from a single appointing authority to "a majority of the appointing authorities."

Maintains commissioner compensation cap at $2,000 per year maximum, with commissioners who are members of governing boards or municipal/county officers receiving no compensation.

Commissioners serve 6-year terms and must be electors or chief administrators of their respective municipalities, or county electors if appointed by county board presiding officer.

Requires commissioners to furnish bonds of at least $5,000 for faithful performance of duties, with costs paid by the commission.

Establishes that violation of commissioner provisions is a Class C misdemeanor and grounds for removal from office.
