Requires physicians to obtain voluntary and informed consent from patients at least 24 hours before performing an abortion, with exceptions only for medical emergencies.

Mandates that patients receive specific information including physician identity, gestational age, fetal anatomical characteristics, medical risks of abortion and pregnancy, and available support services.

Requires facilities with ultrasound equipment to offer patients the opportunity to view active ultrasound images, hear fetal heartbeat if audible, and receive a physical picture of the ultrasound image at least 24 hours before the procedure.

Directs the Department of Public Health to publish printed materials and an informational DVD in English and Spanish within 30 days describing fetal development, abortion procedures and risks, available support agencies, and financial assistance benefits for prenatal care and childbirth.

Establishes a private civil right of action allowing pregnant women or their parents/guardians to sue abortion providers for actual and punitive damages for willful violations of the informed consent requirements.
