Amends Illinois Vehicle Code Section 12-503 to change medical window tint certification renewal from annual to every 4 years for individuals with qualifying medical conditions.

Permits nonreflective tinted film on driver-side windows with at least 50% light transmittance (with 5% variance allowed) on vehicles with no rear windows treated below 30% transmittance.

Allows alternative tinting with at least 35% light transmittance on driver-side windows for vehicles with no rear windows treated below 35% transmittance.

Requires window treatment installers to obtain and retain copies of certified medical statements from physicians before installing tinted film for patients with conditions including lupus erythematosus, actinic porokeratosis, or albinism.

Establishes penalties of $50-$500 for first violations and Class C misdemeanor with $100-$500 fines for subsequent violations; violators must alter nonconforming windows to comply.
