Amends the Illinois Public Labor Relations Act to include manning as an arbitrable issue in fire fighter and fire department/fire district paramedic collective bargaining disputes, whereas manning was previously excluded for peace officers.

Maintains exclusions from arbitration for fire fighters regarding: residency requirements in municipalities with 1,000,000+ population, equipment types (except uniforms and turnout gear), total employee numbers, mutual aid agreements, and use of force criteria.

Allows arbitration decisions on equipment or manning levels if based on finding of serious safety risks to fire fighters beyond normal job duties.

Preserves existing fire fighter collective bargaining agreements in effect on the Act's effective date and their historical bargaining rights regarding manning provisions.

Takes effect upon becoming law.
