Adds Section 699.14 to the Illinois Vehicle Code to authorize the issuance of special Yellow Ribbon license plates as a symbol of remembrance for military service members.

Plates are limited to passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds, and expire according to the multi-year registration procedure.

Secretary of State has discretion over plate design and color and may allow vanity or personalized plates; plates are not required to include the "Land of Lincoln" designation.

Original issuance fee is $20 ($5 to Illinois Veterans Assistance Fund, $15 to Secretary of State Special License Plate Fund); renewal fee is $20 ($18 to Veterans Assistance Fund, $2 to Special License Plate Fund).

Revenue from the plates is deposited into the Illinois Veterans Assistance Fund to support military members and veterans.
