Amends the Firearm Owners Identification Card Act to modify Section 3.1 regarding the dial-up system for firearm transfers.

Allows the Department of State Police to charge callers a fee not to exceed $2 for using the dial-up system, with fees deposited in the State Police Services Fund.

Permits federally licensed firearm dealers to charge a fee not to exceed $10 for inquiries required under the section.

Requires the Department of State Police to act as Illinois Point of Contact for the National Instant Criminal Background Check System and enter into a memorandum of understanding with the FBI.

Establishes that approvals for firearm purchases issued by the Department of State Police are valid for 30 days from the date of issue.
