HB5507 - Board of Legislative Repealers Act

• Establishes the Board of Legislative Repealers as a not-for-profit foundation created by the Joint Committee on Legislative Support Services with articles of incorporation filed under the General Not For Profit Corporation Act of 1986.

• Board consists of four public members appointed by the President of the Senate, Minority Leader of the Senate, Speaker of the House of Representatives, and Minority Leader of the House of Representatives.

• Board shall identify and recommend repeal, modification, or revision of state laws or regulations that are duplicative, conflicting, contradictory, anachronistic, obsolete, or held unconstitutional by U.S. Supreme Court or Illinois Supreme Court.

• Board must create a public online comment portal, develop selection criteria for laws to review, track action on recommendations, and submit annual reports to the Joint Committee on Legislative Support Services beginning February 1, 2015.

• Board may accept gifts, grants, and bequests with funds held in a special "Board of Legislative Repealers Fund" by the State Treasurer; procurement using private funds is exempt from the Illinois Procurement Code; Act takes effect July 1, 2014.
