Creates the Grandparents Custody Assistance Fund as a special fund in the State treasury, managed by the Attorney General to provide grants to public or private non-profit agencies offering pro bono legal assistance to grandparents and first-degree relatives seeking custody of a child or intervening in custody disputes.

Defines "first-degree relative" as a sibling, grandparent, aunt, or uncle of an individual.

Establishes a mandatory $50 fine for parties who violate court orders concerning custody, visitation, or joint parenting, with court discretion to waive the fine if it would create undue burden on an uninvolved party.

Directs 90% of fines collected under the custody violation provision to the Grandparents Custody Assistance Fund, with 10% retained by the circuit clerk to cover administrative costs.
