Amends the Illinois Vehicle Code to define "school zone" as any public right-of-way immediately adjacent to school property, including any highway stretch within 100 feet of a school entrance.

Department of Transportation may adopt a more expansive definition of school zone by rule but cannot adopt a narrower definition than the statutory minimum.

Prohibits driving faster than 20 miles per hour in school zones on school days between 7 a.m. and 4 p.m. when school children are present.

First violation is a petty offense with minimum $150 fine; second or subsequent violation is a petty offense with minimum $300 fine, plus an additional $50 surcharge per violation paid to the school district for safety purposes.

Permits use of electronic speed-detecting devices within 500 feet of school zone signs for enforcement purposes.
