• Removes private tuition for special education from Chicago's educational services block grant programs.

• Revises funding mechanisms for children attending nonpublic schools, public out-of-state schools, or county special education facilities by establishing a new excess cost reimbursement section (14-7.02c).

• Establishes tiered State Board of Education reimbursement rates for excess costs: 2.33 times per capita tuition charge for 2014-2015, 2.66 times for 2015-2016, and 3 times thereafter for children under Section 14-7.02; similar phased rates apply to other special education children.
