Amends the Emergency Medical Services (EMS) Systems Act to expand the definition of "ambulance" to include public or privately owned on-road vehicles that can carry water for fire truck operation, provided they are primarily designed and equipped for emergency or non-emergency medical transportation.

Allows vehicles with dual fire truck and ambulance capabilities to be licensed and operated as ambulances under EMS regulations, as long as their primary function remains medical transportation.

Maintains existing licensing, inspection, staffing, and equipment standards for all Vehicle Service Providers while permitting the expanded vehicle definition.

Authorizes the Department to establish and enforce rules for vehicle design, specifications, maintenance, staffing requirements, and license renewals (at intervals not less than every 4 years).

Provides for alternative rural staffing models for providers serving populations of 10,000 or fewer that exclusively use volunteers or paid-on-call personnel.
