Amends Section 14-7.02 of the Illinois School Code regarding children with disabilities attending private or out-of-state schools.

Adds one non-voting member to the Illinois Purchased Care Review Board who must be an administrator of a private, nonpublic, special education school.

The Review Board continues to approve or disapprove special education placements and tuition costs that exceed $4,500 per year or increase more than 10 percent over the previous year.

Maintains existing provisions for state reimbursement to school districts for tuition payments to nonpublic special education facilities and transportation costs.
