Amends Section 5-1 of the School Code regarding county school units and the abolition of township treasurer and trustee of schools offices in Class II county school units.

Allows school boards in elementary, unit, and high school districts meeting specific enrollment criteria (2,500-6,500 pupils in fall 1989) to withdraw from township jurisdiction by adopting a resolution and appointing their own school treasurer.

Permits specific school districts in Cook County (Oak Park & River Forest District 200, Oak Park Elementary District 97, River Forest District 90, Berwyn North District 98, Berwyn South District 100, Cicero District 99, J.S. Morton High School District 201, and Lyons Township High School District 204) to withdraw from township authority by resolution and appoint independent treasurers.

Establishes procedures for abolishing township treasurer and trustee offices through voter referendum when all elementary and unit school districts in a township give notice and adopt resolutions within the same 30-day period, requiring majority approval in each district.

Transfers legal title to school property, records, and assets from township trustees to individual school boards upon abolition of township offices, and specifies financial obligations including compensation for former township treasurers and unfunded pension liabilities.
