• Changes terminology from "teacher certification" to "educator licensure" in School Code provisions governing mandate waivers.

• Modifies the State Board of Education's auditing responsibilities to conduct sample-basis audits of state funding claims rather than audit all claims.

• Replaces the State Board's requirement to develop a comprehensive educational plan with a requirement to submit annual budget recommendations to the Governor and General Assembly for pre-K through grade 12 funding.

• Transfers charter school approval authority from the State Board to a new Charter School Commission for certain charter schools, including those approved by referendum and those appealed from local board denials.

• Repeals the Chicago Community Schools Study Commission Act, the Education Cost-Effectiveness Agenda Act, and the Conservation Education Act; effective July 1, 2014.
