Allows municipalities with populations between 100,000 and 1,000,000 to enter into intergovernmental agreements with their county to include garbage, refuse, and ash disposal service invoices with property tax bills.

Requires municipalities to provide invoices to the county collector at least 15 days before tax bills are mailed to property owners.

Permits municipalities to reimburse county collectors for expenses associated with mailing the invoices as agreed upon in the intergovernmental agreement.

Amends the Property Tax Code sections 20-10 and 20-15 to allow mortgage lenders to forward municipal service charge invoices along with property tax bills to mortgagors.
