County animal control facilities in counties declared disaster areas must retain impounded animals for twice the normal retention time or a minimum of 14 days after the disaster declaration, whichever is longer, before proceeding with adoption, transfer, or euthanasia.

County animal control facilities at full capacity following a natural disaster may transfer impounded animals to other facilities at any time during the extended retention period.

County animal control must maintain a detailed list of all impounded animals transferred to other facilities for a minimum of one month after the disaster declaration.

Facilities receiving transferred animals must also retain those impounded animals for twice their normal retention time or a minimum of 14 days after the disaster declaration, whichever is longer.

The act takes effect immediately upon becoming law.
