Adds "inner tube" and "float tube" to the definition of vessels excluded from registration requirements under the Boat Registration and Safety Act.

Removes "float tube" from the definition of "non-powered watercraft" and adds "an inflatable device designed for open water navigation" as a new category of non-powered watercraft.

Reclassifies float tubes and inner tubes from non-powered watercraft to excluded devices, effectively removing them from regulation under the act.

Effective upon becoming law.
