• Amends the Boat Registration and Safety Act (625 ILCS 45/5-16) to exempt inner tubes and float tubes from operating under the influence (OUI) prohibitions.

• Adds new subsection (H) to Section 5-16 defining "watercraft" to exclude inner tubes and float tubes for purposes of the statute.

• Applies to all existing OUI penalties and restrictions in the Act, meaning persons operating inner tubes or float tubes while under the influence cannot be charged under this section.
