Amends the Counties Code to require hotel tax revenues be expended to promote tourism, transportation for tourists, and infrastructure for transportation for tourists (in addition to existing permitted uses like conventions and cultural activities).

Amends the Illinois Municipal Code with the same requirement that municipal hotel tax revenues support transportation for tourists and infrastructure for transportation for tourists, along with existing tourism promotion purposes.

Establishes a Tourism Facility Board for Winnebago County (if 67% of municipalities consent) comprised of representatives from the county and approving municipalities, with weighted voting based on population to direct use of tax revenues.

Allows hotel operators to separately state the tax as an additional charge on bills, potentially combined with state hotel taxes.

Takes effect immediately upon becoming law.
