Amends Section 11-12-5 of the Illinois Municipal Code regarding powers of plan commissions and planning departments

Expands the definition of "school grounds" for impact fee and developer donation ordinances to include technological infrastructure in addition to land, site improvements, school buildings, and other infrastructure

Specifies that technological infrastructure must be necessitated and specifically and uniquely attributed to the development or subdivision in question

Applies the amendment retroactively to all impact fees or developer donations paid to or held by school districts or municipalities for school districts under the 93rd General Assembly
