Requires units of local government and school districts serving populations under 1,000,000 that maintain a website to post a uniform single email address (or link to individual email addresses) for public communication with elected officials within 90 days of the act's effective date.

Excludes social media websites and social networking websites from the definition of "Internet website" subject to this requirement.

Mandates that the email contact mechanism be easily accessible via hyperlink from the government's or school district's home page.

Stipulates that these posting requirements are in addition to any other posting requirements under law or ordinance, and prohibits home rule units from adopting less restrictive posting requirements.

Exempts the state from providing reimbursement to local governments for implementation costs of this mandate.
