Allows neighborhood organizations (homeowners' associations, property owners' associations, or similar entities) in unincorporated township road districts to vote to convert private residential roadways to public roadways.

Requires the neighborhood organization to draft a resolution and obtain majority approval from members present at a meeting with at least 14 days' notice before the vote.

Transfers authority and control of the roadways to the township road district 21 days after the approved resolution is filed with the highway commissioner and county clerk.

Applies only to counties with populations under 500,000 people, neighborhoods platted before 1970, organizations with more than 5 residential units, and roadways that are not gated communities or restricted access areas.

Exempts transferred roadways from township road district specifications and regulations regarding location, width, grades, surface, and drainage structures that were in effect on the transfer date.
