Creates the Residential Weather Radio Safety Act requiring every contractor or manufacturer building a new residence in Illinois to install a weather radio in each residence.

Defines "residence" to include homes, apartment buildings, condominiums, multifamily homes, manufactured homes or mobile homes, nursing or sheltered care homes, and veterans homes, with each unit requiring its own radio.

Weather radios must include tone alarm activation, specific alert message encoding technology, and public alert standard certification.

Contractors and manufacturers are not liable for the functioning of installed weather radios.

Violations constitute a business offense subject to a $500 fine per violation.
