Prohibits the State from contracting with for-profit prison companies for community correctional supervision of persons in the custody of the Department of Corrections or Department of Juvenile Justice, effective upon passage.

Defines "for-profit prison company" as a for-profit corporation that owns, manages, or operates correctional facilities or community correctional supervision services.

Defines "community correctional supervision" as re-entry services and community surveillance for persons under supervision of the Parole Division or Aftercare Division.

Exempts State work release centers and juvenile residential facilities operated by non-profit private contractors, as well as ancillary service contracts including medical, educational, electronic monitoring, repair and maintenance services.

Does not allow circumvention of restrictions imposed under the Private Correctional Facility Moratorium Act.
