Amends the State Finance Act to create the Emergency Management Fund as a special fund in the state treasury.

Authorizes the Secretary of State to issue special "Emergency Management" license plates for passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds.

Charges a $20 fee for original plate issuance, with $5 deposited to the Emergency Management Fund and $15 to the Secretary of State Special License Plate Fund for administrative costs.

Charges a $20 renewal fee for each registration period, with $18 deposited to the Emergency Management Fund and $2 to the Secretary of State Special License Plate Fund.

Directs all Emergency Management Fund revenues to the Illinois Emergency Management Agency for training and education programs, subject to General Assembly appropriation.
