Removes the "pilot" designation from the bus on shoulders program and converts it to a permanent authorization in the Illinois Vehicle Code.

Authorizes the Illinois Department of Transportation to prescribe rules determining which transit buses may operate on road shoulders, along with specific times and locations for such use.

Allows the Department to erect signage indicating times and locations of designated shoulder usage for transit buses.

Eliminates the 5-year pilot program requirement and the 2-year reporting requirement that were previously mandated to the General Assembly.

Permits the Illinois State Toll Highway Authority to allow transit buses to use shoulders of toll highways under its jurisdiction.
