Establishes the Uninsured Motorist Verification Advisory Committee to design and implement an electronic system for verifying motor vehicle liability insurance coverage.

Requires the Committee to report to the General Assembly by January 31, 2015, with recommendations for the program design, funding, and implementing legislation.

Creates an electronic verification program that requires insurance companies to provide policy holder information in a designated format and mandates annual verification of liability insurance for all registered vehicles.

Authorizes the Secretary of State to verify insurance coverage, notify vehicle owners of non-compliance, and suspend vehicle registrations for uninsured vehicles; owners must pay a $100 reinstatement fee and provide proof of current insurance to restore registration.

Targets additional verification of vehicles owned by persons with prior registration suspensions, driving privilege suspensions, or certain traffic convictions within the preceding 4 years.
