HB5713 Summary

• Creates the Youth Accountability Task Force within the Department of Juvenile Justice to develop a statewide plan preventing youth from joining gangs.

• Task Force consists of 13 members including 2 Senate members, 2 House members, Governor-appointed chairperson, Attorney General representative, 2 Mayor of Chicago appointees, Director of Juvenile Justice representative, Director of State Police representative, and 3 public interest members appointed by the Governor.

• Members must be appointed by October 1, 2014, with vacancies filled using the same appointment method as the original position.

• Task Force shall consult with appropriate State departments, agencies, and boards on juvenile justice administration issues and submit initial report to General Assembly and Governor by August 1, 2015.

• Department of Juvenile Justice shall provide professional and clerical staff, services, supplies, and meeting space; Task Force may accept grants and non-State funds to support its work.
