Amends the School Safety Drill Act to require public school districts to conduct a minimum of one annual meeting reviewing each school building's emergency and crisis response plans, protocols, procedures, and safety drill compliance.

Allows school districts to make emergency and crisis response plans available to first responders, administrators, and teachers through electronic applications on smartphones, tablets, and laptop computers.

Requires school boards to invite principals, representatives from local first responder organizations (fire, law enforcement, emergency medical services), and education-related organizations to participate in the annual review with a minimum of 30 days' notice.

Mandates the school board sign a one-page report documenting recommended changes, participating parties, certification of effective review, commitment to implement plans during the academic year, and board authorization.

Requires the school board to send the report to all participating parties and the regional superintendent, who must maintain a record of any written comments submitted by participants.
