Governor shall select 5 specific programs, each from different State agencies, by August 1, 2014, to serve as test cases for a continual performance measurement system.

Governor and applicable agency directors shall jointly identify specific, measurable goals for each test program and establish consequences for not meeting goals and incentives for exceeding them.

Each designated agency shall post goals, performance criteria, consequences, and incentives on its website and update quarterly; information also posted on the budgeting for results website.

Test case programs expand to 10 agencies in fiscal year 2016 and 15 agencies in fiscal year 2017.

Commission on Government Forecasting and Accountability shall review test case processes and results, reporting findings to the General Assembly annually, with results considered during budget hearings.
