Amends the Lobbyist Registration Act to expand the definition of "official" subject to lobbying registration requirements.

Adds Directors of the Regional Transportation Authority, the Suburban Bus Board, and the Commuter Rail Board to the definition of officials under the Act.

Adds Members of the Chicago Transit Authority to the definition of officials under the Act.

Expands the definition of "lobby" to include communication with officials of units of local government in addition to state government officials.
