Reduces the threshold for Class X felony heroin possession/manufacturing from 15 grams to 5 grams, requiring 6-30 years imprisonment instead of previous Class 1 felony status.

Establishes graduated sentencing for heroin quantities: 5-100 grams (6-30 years), 100-400 grams (9-40 years), 400-900 grams (12-50 years), and 900+ grams (15-60 years).

Creates similar tiered penalties for fentanyl starting at 15 grams or more but less than 100 grams (6-30 years), with higher thresholds than heroin.

Adds mandatory 3-year sentence enhancement when any controlled substance (except when substance is fentanyl alone) contains fentanyl, with maximum sentence also increased by 3 years.

Maintains $250,000 maximum fine for Class 1 felony heroin possession of 1-5 grams, while Class X felony violations involving 100+ grams carry fines up to $500,000 or street value, whichever is greater.
