Amends the Criminal Code of 2012 to establish three criminal street gang recruitment offenses under Section 12-6.4.

Creates new general gang recruitment offense (subsection a-6) making it illegal to recruit, solicit, or induce another person to join or remain in a criminal street gang, classified as a Class 4 felony, or Class 3 felony if the recruited person is a minor.

Retains existing offenses for gang recruitment on school grounds or adjacent public property (Class 1 felony) and gang recruitment of minors through threats via internet or telecommunications devices (Class 1 felony).

Defines "criminal street gang" by reference to Section 10 of the Illinois Streetgang Terrorism Omnibus Prevention Act.

Includes definitions for "minor" (under 18 years old), "school grounds," "Internet," and "telecommunications device."
