Expands the definition of "person with disabilities" in Illinois Vehicle Code to include ophthalmologists, optometrists, physician assistants, and advanced practice nurses as qualified professionals to certify disability status, in addition to licensed physicians.

Adds blindness as a qualifying disability, defined as vision acuity of 20/200 or less in the better eye with correcting lens, or visual field limited to 20 degrees or less.

Establishes a meter-exempt parking decal or device for persons with disabilities who meet specific physical qualifications, including inability to manipulate coins/tickets, reach 42 inches high, approach parking meters, or walk more than 20 feet.

Provides automatic meter-exempt decal eligibility for parents or guardians of disabled children under 18, and for blind individuals with documentation from an ophthalmologist or optometrist certifying their visual disability and limited mobility.

Sets $10 replacement fee for lost, stolen, or destroyed decals, with fee waiver available for individuals receiving property tax relief grants.
