HB5794 - Language Assistance Services Act

• Creates the Language Assistance Services Act requiring all state agencies and recipients of state general revenue funds to prepare language assistance services plans improving access for limited English proficient persons.

• Requires agencies to develop plans within 120 days of the effective date and file annual status reports with the Illinois Latino Family Commission by May 31 each year, beginning May 31, 2015.

• Mandates minimum bilingual staffing levels for positions serving 15% or more limited English proficient clients and requires interpreters to have at least 100 hours of formal training.

• Requires annual staff training on language assistance services plans, provision of qualified interpreters, and proper interpreter use including professional standards and code of ethics.

• Designates a senior-level staff person in each agency to oversee implementation of the language assistance plan and monitor related initiatives and communications, effective January 1, 2015.
