Amends Illinois Vehicle Code Section 11-605.1 to prohibit exceeding posted speed limits in construction or maintenance zones whether or not workers are present.

First violation is a petty offense with a minimum $250 fine; second or subsequent violation carries a minimum $750 fine.

Additional surcharges of $125 for first violations and $250 for subsequent violations are deposited into the Transportation Safety Highway Hire-back Fund to hire off-duty police officers to monitor construction zones.

Second or subsequent violations within 2 years result in a 90-day driver's license suspension if workers were present during both the current and prior violation.

Violations do not require a court appearance and may be enforced using electronic speed-detecting devices within 500 feet of construction zone signs.
