Amends the Fence Act (765 ILCS 130/3) to modify how division fence costs are allocated between adjoining landowners.

If one adjoining landowner does not own livestock, the landowner who owns livestock must pay the entire cost of building and maintaining the division fence between their properties.

If the non-livestock-owning landowner subsequently begins raising livestock, the original fence builder is entitled to reimbursement from that landowner for 50% of the fence's construction and maintenance costs.

Maintains existing provisions regarding hedge fence maintenance requirements, including trimming to specified heights and timelines for compliance.

Takes effect immediately upon becoming law.
