Creates the Illinois Collar County Economic Development Task Force to address economic development in DuPage, Grundy, Kane, Kendall, Lake, McHenry, Will, and Kankakee counties.

Task Force consists of 18 members: 2 appointed by each collar county's board chairman or county executive, plus 1 member each from the Department of Commerce and Economic Opportunity and the general public appointed by the Governor.

Task Force shall identify issues affecting the job climate in collar counties including transportation, workforce skills, state regulation, and tax policy, and make recommendations to the General Assembly.

Task Force must submit findings and recommendations report to the General Assembly and Governor by January 1, 2016.

Act is repealed on January 1, 2016, and becomes effective upon becoming law.
