Converts the first vacant associate judgeship in the 23rd circuit to a resident judgeship from DeKalb County, filled by election beginning at the 2016 general election.

Defines what constitutes a vacancy for the conversion, excluding judges seeking retention and including judges who die, resign, retire, are removed, or are not reappointed.

Allows the Supreme Court to fill the converted resident judgeship by appointment prior to the 2016 general election.

Reduces the maximum number of associate judges authorized for the 23rd judicial circuit by one due to the conversion of an associate judgeship to a resident judgeship.

Amends the Judicial Vacancies Act to include the 23rd circuit among circuits with resident judges established by the Circuit Courts Act rather than general vacancy-filling rules.
