Amends the Emergency Medical Services (EMS) Systems Act to expand the definition of eligible rural providers by adding "rural vehicle service providers" alongside existing rural ambulance service providers.

Allows rural vehicle service providers (serving populations of 7,500 or fewer) to operate alternate response vehicles or specialized emergency medical services vehicles in addition to ambulances, subject to Department licensing and EMS System approval.

Permits rural ambulance and vehicle service providers to submit proposals for in-field service level upgrades, allowing vehicles to operate at the highest EMT license level (paramedic, intermediate, or basic life support) of any person staffing that vehicle.

Requires upgrade proposals to include plans for securing and storing advanced life support equipment and medications, quality assurance procedures, advertising only available 24-hour care levels, and annual Department vehicle inspections.

Mandates that all advanced life support supplies, equipment, and medications be environmentally controlled, secured, locked, and accessible only to authorized personnel designated by the EMS System Medical Director.
