Amends the Board of Higher Education Act to require an annual report on state workforce need projections and credential production in consultation with the Department of Labor and Illinois Community College Board.

Report must indicate anticipated workforce needs and expected degrees, certificates, and credentials from higher education institutions, vocational schools, high schools, and apprenticeship programs.

Report must identify unmet workforce needs and specializations, and identify institutions capable of meeting projected workforce demands.

Board must submit the report by January 31 each year beginning in 2015 to legislative committees on higher education and labor/commerce, the Governor, and public postsecondary boards.

Act takes effect immediately upon becoming law.
