Amends the Public Community College Act (110 ILCS 805/6-2) to add a new subsection (c) establishing tuition eligibility for students from high-unemployment counties.

Students enrolled in a community college who are not residents of that college district but reside in an Illinois county with 10% or higher unemployment rate qualify for in-district tuition rates.

Unemployment rate determination is based on data from the Department of Employment Security.

Allows economically disadvantaged students from struggling counties to access more affordable community college tuition regardless of their college district residency.
