Amends the Open Meetings Act to add new exception (32) allowing closed meetings between the Regional Transportation Authority Board and its Service Boards when reviewing employment contracts under specified sections of the Metropolitan Transit Authority Act and Regional Transportation Authority Act.

Requires Chicago Transit Board employees, officers, and agents to submit bonuses exceeding 10% of annual salary to the Regional Transportation Authority Board for 14-day review period; bonuses are considered approved after 14 days unless rejected.

Establishes employment contract review requirements for Chicago Transit Board, Suburban Bus Board, and Commuter Rail Board contracts exceeding $100,000, requiring 14-day Regional Transportation Authority Board review before execution.

Creates the Greater Chicago Mass Transit Transparency and Accountability Portal (CHI-TAP) website to publicly display employee rosters with salary information, expenditure databases, contracts over $10,000, and safety/accident data for the Regional Transportation Authority and all Service Boards.

Implements revolving door restrictions prohibiting Directors and Service Board members from conducting business with or accepting employment from the transit agencies for one year after leaving office, and requires Board review of severance agreements exceeding $50,000 and employment settlements exceeding $200,000.
